of course Ciara-chan tried to hide her internet shenanigans and drug use from her family. But she appears to have had little guidance and they just let her be a weird nerd girl obsessed with children's entertainment. And when her drug use and anorexia became a big enough issue they sent her to some facilities, which did little. Then when she was 18 they kind of just shrugged their shoulders and acted like she was an adult and legally can do what they want.

Generally useless parents seem to be an issue with Ciara-chan.
