"Toby" was Mark Maraev, a 20-something accounting student from Toronto who befriended Ciara online way back in the day. He became a member of her scamming group (called SSTC, which I think stood for "Super Secret Troll Club" or something close). If you've ever seen the Discord screenshot where Ciara is complaining to someone named "polpot" that she really doesn't like any of her orbiters..."polpot" was Mark/Toby.
