But I'll address this:
Endchan is hosted in the United States and no Russian citizen in the global staff.
As for the Russian boards I suppose the owners and volunteers on them could be Russians, just as well Ukrainian, Belarus, or other who speaks similar language. We don't know. Them being board staff has no relevancy in jurisdiction.
Russian language boards exists on endchan for a long time, but the amount of users were relatively marginal. /agatha2/ was here way before the user count went up on those, all the dudes on /polru/ arrived last year.
Endchan also has other foreign language boards with fluctuating traffic.

As of 2023 April 48 states and Washington D.C. has laws. I think they started to criminalize from 2021 June or July.
