Except a few cases, I think it's better if all the active threads are bumpable, especially a thread like this one. Scattering the activity all over the catalog makes people forget to check and threads die. It is also probably counterproductive for the moderation.

If the problem is old threads getting bumped off the board, you needn't worry because they are already archived on different web archives, so people can still read them if they want to.
