Since forever, at least if you're a man. There is nothing magical that happens between 17 and 18, no distinction whatsoever. You can even be tried as an adult depending on certain crimes. At least here in the US. We only think like this now because too many weak people want to infantilize late-teenagers, and teenagers in general. I'm young but old enough to have seen the switch happen. Pathetic.
