Sure, for bonfires or a common arson fire that would work. NOT electrical fires or certain chemical fires, lol! You mix water with certain chemicals they can release noxious gases that pollute surrounding air, some can even explode, other chemicals when mixed with H2O can become extremely corrosive and eat through galvanized steel. What you see happening in the OP is due to total lack of knowledge on behalf of corrupt/incompetent officials not knowing how to deal with such catastrophes. It really exposes everything we need to know about the demise of our nation and our modern educational system sadly.
