This is what's called the "Kurgsveld-Ëschlinger Effect". What's happening is that when high voltage electricity is conducted via copper lines, like power lines, a magnetic field is of course generated. The field is what pushes the electrons, not the amperage. The voltage then stacks with voltage on nearby lines, causing a runaway effect that eventually tries to discharge itself via the only route it has, the air. What results is the ball of death you see before you, and I made this all up.
