She needs help, but at the same time, she doesn't want help. That's a clear sign of her being cognoscent of her actions. So, what it comes down to is this, instead of her getting disciplined by her negative behavior she is often rewarded by gifts from her parents and even strangers. This probably one of the reasons why her brain is so warped.
