As most governments (justice branch) only punish who does not follow their laws, immoral (not recommended) actions are almost guaranteed to exist on Earth (and possible similar places), as immoral behaviour is not punished properly. Therefore, systematic corruption appears as good people (positive beings) have to do more work (to expend more time thinking, to spend more energy/resources to avoid immoral actions) than evil people; sometimes bad beings even corrupt their governments. So, evil easily prevails (at least temporarily) on most parts of Earth and that's why Earth is still Hell.
As an example: Big companies get corrupted as they only need to follow the law enough to destroy their competitors, so normally they got even bigger and corrupted until monopoly happen.
