I understand, that in your particular case, what you describe looks like the best option in the short term (maybe not in long run). But, even I am not an expert on the subject, China seems to take advantage on corrupt governments of third world countries. The problem seem to be that politicians/governments of third world countries don't care about their own people and China's government (CCP) take advantage of that weakness. At the moment we don't a definitive/easy solution to that problem; we work mostly in the eternaltheory realm.
