Sounds plausible. For that point he counted with his support and actions on his behalf but Kruel not just stayed out of the way, but actively turned against him, committing his units. Basically three pieces were on the chessboard, the forces in Rio/Guanabara, in Minas Greias, and in Sao Paulo. Greias was lost to Goulart, the local forces in Rio was divided, the loss of Kruel had to be a huge blow.
