Ironically the legalists were the ones with a very public display of tanks in front of the Ministry building.

Ancient idea, even had a much earlier city plan in a more traditional style. Very expensive to build. Removing the central bureaucracy from Rio de Janeiro was also expensive and was left incomplete. Brasília without the federal government is no more relevant than a lesser state capital. The planners wanted to engineer a society with less social division but afterwards there was regression to the mean and its society found ways to arrange itself like anywhere else. Likewise other aspects of city planning did not come out as desired. Rio de Janeiro declined. As its population has a capital mindset some are still upset about that.

What happens after Goulart leaves? Âncora also leaves to negotiate. The legalists simply evaporate out of apathy. In the afternoon many volunteers who had shown up for the legalist cause stood without orders, while a pro-Goulart demonstration was dispersed with two dead.
An ECEME team doing recon on the now empty Laranjeiras palace found the Army Police and marines had packed up and left. Only Lt Perdigão's platoon of tanks remained. They mediated his exit, two of his tanks reinforced ECEME and he ahead of the other 3 headed for the Guanabara palace. At first its defenders prepared to attack it with grenades but coming closer he traded his SMG for one of the blue and white cloths used by Lacerda's volunteers. The governor came to meet them and this was one of the day's most memorable moments.

The Ist Army occupied legalist radios. Lacerda's police swept up what was left of the unionists. On the other side of the bay Rio de Janeiro's governor Army and police officers arrested the police commander and Badger da Silveira, who had tried to remain neutral. The Duque de Caxias Fort remained legalist but was seized by an ECEME team after 18:00.
Goulart's civilian ministers only learned he'd left for Brasília while he was already in the air. At 18:00 ECEME received an anonymous tip that minister Jurema was at the IIIrd Air Zone ready to leave. A tiny team managed to imprison him despite the hostile presence of a greater number of legalist Air Force men. He was treated cordially. ECEME failed to notice there were more ministers in the air base and also released Jurema quite soon.

The Tiradentes Detachment arrived on the next day. There were constant rumors of a counterrevolution, numerous attacks which would play out, and it was called to reinforce a number of places but was kept in place by its commanders. All the rumors turned out to be false.
