Could he buy gun there legally? I guess not. Illegal buying, even if country has cheap black market of illegal things, requires specific skill. Weed is a good example - it is everywhere in the world, and streetwise person can easily buy it even in relatively unknown place just on street. But it requires some specific social skills or known contacts, otherwise buyer would be just scammed or jailed, because he is inept. Guns are much harder.

These wannabe-shooters are mostly school autists who rarely have required social skills (or any social skills at all), and buying from internet is the only solution for them.
