Football has no "clean time" like hockey, so it is referee decision to continue the match even if additional time is over. Germans did very slow play at start of additional time - maybe even minute was lost while they "tried" to do these corners. In such cases referees often allow play some additional time. But this match ended precisely after additional 4 minutes. Although it's referee decision anyway, he has right.
