Russia does have the same mindset(all great powers do) but it does not have the ability to implement it. The US has the largest navy in the world of course and also the ability to rapidly deploy forces anywhere in the world as well as a global network of allies to aid them in any war and from where they can deploy forces from.

Neutrality is more feasible in a multi-polar world, not just in terms of military strength but market size as well, ideology can play a role as well.

Using Finland as an example. It was neutral early on after the war but because of the nature of the USSR and their ideology which always threatened Finland and because of the much more lucrative western market they very soon were effectively western.

Russia does not have that ideology so it's much easier to work with but the market is far smaller, China has a huge GDP but the vestiges of that ideology are still there. Neither nation can project power either(though in a world where nobody could project power neutrality would be even easier).
