I don't know the deal in this case but my bank here in Sweden will only allow up to 50k SEK (similar amount) without notice. More than that they need 3 days prior notice because they don't keep large amounts of cash at the office. If you want to withdraw more without notice you have to employ methods such as going to a state owned casino, buying markers for the amount, walking around a bit and then cashing the markers.
