When I played the quest-line, I was supported by the Boomers, I kicked the Khans out of the Mojave, I stifled the Omertas, I stopped the Ultra-Luxe from being cannibals, and solved the conflict between the Brotherhood of Steel and the NCR. It depends on how you play. By the end of the quest, you run the Mojave; if you could play past the ending, I am sure you could establish a National Socialist regime in the Wasteland.
