Iran was theocracy at that time, indeed, and they do have a solid ideological basis for <insert any wild thing here, the one that would deeply insult even the most radical guy from most parts of the world>. They still do it. Only african tribes went further in their barbarian actions, but Iran is large and realtively strong, so it's threatening the whole region.
