Of course it was and it may still be, but those laws may not be respected anymore - the modern web depends on those algorithms. There may be laws forbidding exporting of cryptography to some countries like Iran, Afghanistan or Best Korea - I guess those laws are paper tigers currently. After all, let's not forget that cryptography is a weapon.
