Apparently the DNC did not want to kill Seth Rich. They wanted to beat the shit out of him and take his thumb drive.

Rod Rosenstein changed it to a murder hit because the thumb drive had information on it that would have revealed that he was playing both sides. By having Seth shot, he had a chance to have the gang members plant a dummy thumb drive on Seth with certain documents omitted...
