These might sound unconstitutional in the United States, as well as something that would be against the legal systems of many other nations, and you'd be right, but treaties are under international law, which supercedes national-law, and constitutes an effective an end-run around any nation's system of laws.

We should oppose this by putting pressure on the following groups

I. Legislators: They have the power to amend the IHR, so they should be contacted, and history has shown that doing it everyday; then sharing with others and encouraging them to do the same is a very effective way to do this. Make sure you do so in a professional manner as that is something that tends to be better received.

II. WHO Members: They are the people who are responsible for proposing this whole matter, so maybe they should hear our opinion? You should be assertive and firm, but you don't want to give them any possibility for recourse, so don't make any threats or say anything dumb.
