I have a dozen chickens and a few of them actually roosters. Egg laying can be tricky, because there are many factors and reasons WHY those chickens may not be laying eggs: during a cold winter they are known to lay less, also stress can be a big factor too, the more stressed they are the less eggs they lay. Also it could be a nutrition issue, if the birds are not eating enough protein (usually from bugs they eat off the ground) they won't have the energy to lay eggs.

Then there is another major problem, especially for free-range chickens: the chickens my be laying their eggs somewhere safely hidden from the human eye. I find this is often the case if I allow my chickens to roam all day outside, they'll hide the eggs they lay and it's hard to know if they laid any or not. Therefore I often only allow them to go outside for a few hours in the afternoon after they had laid some in the coop.

As for the winter cold, simply keep them inside an indoor coop with A LOT of whey, maybe consider a low wattage chicken heating pad too, with a sensor that shuts if off when it is not too cold out. In an off-grid emergency you can run that off a small power inverter & 12V battery.
