That's not HAARP, that's all the cell/wifi towers they have around people in the cities and suburbs, and yes some frequencies can be used to drive people insane if exposed to them for a certain duration of time, they call it "voice to skull simulation", simulating your mind talking to itself and yes it is weaponized today. The only way to avoid this weapon is to first acknowledge that it does in fact exist and is being used against targeted individuals and groups of people.
