I think it is planned and ironically this shit happens to all failing communist nations, corruption becomes systemic, then the plundering of public wealth by fiscal insolvency and greed, poverty skyrockets, crime skyrockets, desperation skyrockets, supply chains break down, then the flight away from corrupted ruined populated shitholes (as we are seeing unfold now in a slow motion collapse), balkanization takes place, the the urban refugees with nothing left to lose because they lost everything come for everyone else who has anything left. Then the nation collapses into chaos, the uber-rich criminals and communist traitors flee offshore, the rest of the nation suffers in total collapse and breakdown of law and order. FEMA didn't stock up on millions of plastic coffins for nothing after all.
