I think his VPN is filtered out by CF.
Due to the flood on polru (was some on ausneets as well) we set CF to aggressive, plus we have our own measures, all which we regulate depending.
We have a self-hosted proof-of-work flood protection thingy which we try to add, some posters are suspicious of CF. We started to add it on Tor, but had to stop with the work due to lack of time.
We're gonna do something about it, but the holidays are busy.
