The HB1 discussion divorced from the context of what is the plan for America is pointless.
The model that worked for America in the past was precisely calling for the people who valued freedom in the world to become Americans and fight to defend it. Rather than the current model that tries to use America/Americans to bring prosperity abroad to non-americans.

Returning to the original model would mean "America First", insofar as prioritizing national prosperity over foreign, and return of the freedom of self-determination of the local market, which means actually having local businesses with local interests, which would curb the HB1 fanfarre.
But some people don't want that, they want America to abandon the whole cause of Freedom itself, and become a spearhead for the race war like the germans did. That is a very different route/cause.
