A more in-depth analysis would tell you the actual problem is lack of protection of local business on the trade scale. HB1s are just a concession between fully offshored work and local, and you would have to make it fair for local business to deincentivize it.

But a REAL deep look will tell you that the federal government and trade ACTIVELY push the scale against local business, and the government simply not doing that would suffice to make local production more than competitive.
