If we want to directly interact with the galactic civilization closest to our own planet, yes.

The green furred beast people can appear directly but they're a single planet and a special situation. They did a manifestation flying over my house, but the ship appeared as a chopper. They went back and forth 2 times doing some weird maneuvers that scared me when I saw it because I've never seen a helicopter tilt that much to the side (a saucer can safely do those things tho). They announced their visit before over telepathy and there was no mistaking the energy either. There's no reason for a helicopter circle around my house like this, there's nothing to look at here, it really stood out. This whole thing is a different story involving those "lyran creator gods". I don't know what it means that the beast people came here, they're supposedly fatally toxic to people with certain mind waves while they can charm and mind control others naturally. I was told by the galfed that they think this race is a living bio weapon created by the lyrans, but no one has been able to investigate them because getting too close means either death or they get charmed and never return.

I doubt a regular digital camera would be fast enough to pic up more than a silverish or black blur. I don't have that kind of equipment anyway.
If there was a way to get them to appear when asked, the same should be possible with angels also, but the thought never struck me. Usually these events are during situations where my mind is unusually clear, the environment is silent or something is unusual about it. I don't know what what happen (if it's at all possible) if someone was trying to "prove" their existence by having high quality cameras ready. Right now I have a growing feeling inside that it may turn out really bad. Angels are no fucking joke, they could probably kill you.

To return to the first topic, there seems to be an obstacle in the earth joining the galactic federation officially if they all see us as ethereal spiritual beings and can't lighten their density. I didn't foresee this, but it also seems like a natural protection from being exploited by high tech aliens.
