Funny Chinese are as always just copying everything, including the name, calling it "terminus" instead of "terminator", and the idea is just carbon copy of the city in Appleseed.
It's a 90s manga about a city controlled by a computer, where the population is made up of clones. Real humans are sometimes moved into the city after being "saved" from the wildlands outside, but they can't adapt and start forming terrorist rebel groups to fight the city. When I mentioned this back on 8kun is made anon very angry for some reason and they didn't want to hear of this manga, but here we are now and it's being created in reality.
