This seemingly random picture is actually one of the concept references for Ulla the yellow half-dragon hybrid. Ulla is one of our moons (proto-tulpas if you like) just as Joy and Gwen were at one point. She doesn't have a tail or back spikes though.
In this alternative version of Earth, they have 1950's level electronics but insane biological manipulation technology. They can incubate babies to full term and splice genes, all that.
So they manage to create three subspecies of humans, (Kindred) magic users basically, avian race, and (Earthkin) like brutes where the males are like pro wrestlers and the females are like amazons, tall but not flipping butch.
So they want a mix of the races in an attempt to make the ultimate race, sounds familiar. In this version there was no WWII and no nuclear bombs, so European countries wiped out the middle east and expanded into China. The US was eventually annexed by the new world government to become like the united states of Europe or something under the crown. EUSA or something.
Well, India was completely enslaved and starved out by a mixture of Marxism, and Communist supremecy by China in order to maintain enough land to maintain themselves but they were eventually severely diminished by biological WMD's attuned to specifically kill... you know, the inferior vanilla races of man. All that's then left is the "advanced" subspecies and a couple oddly immune races that are a mix of Russians, Eastern Europeans and Chinese and an independently developed version of Kindred in Japan that basically stay out of everyone's way. Africa is basically unlivable due to biological war.
So anyway, they fail to mix the races until they try to unite them with reptilian DNA and create dragons. Then through some sort of genious they mix dragon DNA with another subspecies of human. Unfortunately they're sterile but they keep trying. Ulla was let go because she was kind of too well loved by the scientists to terminate. (There's more to this of course.)
The timeline is tricky, don't try to decipher it from this.
