I've considered your statement and I decided to allow learning a cantrip by scroll only once per level. Yes it seems a little out of balance but the intention is to add a spell that would basically allow a magic user to be useful if they chose poorly during character creation.

So if you want to add one cantrip from your class per level, you can with a scroll and 8 hours.
