You can hang the rope on your pack without it counting against your pack. Also, I would allow the bedroll to be strapped above or below the pack without counting against it. They would still count against total weight but that would free up 17 lbs that are in pack space.

Also, Arrows in Alice's quiver are not 20 lbs, the arrows are only .1 lbs for normal, .5 lbs for blunt.

So you have quite a bit more space than you think. Give alice the rope and bedroll and so on.
