Dummy warheads, or at least without the nuclear ones, I'm not sure how they launch it when they're testing them.
It's weird that we know nothing (perhaps have to wait couple of days) during the Cold War technologies were developed for early warning and launch detection. NATO knows every fucking thing. Reminds me of the situation when a Ukrainian/Russian drone entered Romania, flew over Hungary, and crashed near Zagreb... noone knew anything despite NATO detects every gnats flying in Ukrainian airspace.
Tho I heard they were launched from Astrakhan (at the lower Volga at the Caspian sea), which should be 5 minutes flight time for these, which is not a lot.
