But that's wrong, and a result of not seeing all logical steps. Adverbs are adjectives for verbs. So it's connected to a
verb. The verb in this sentence is "is". Existing is an activity, a verb, so adverb "high" refers to verb "is". It
describes how the prices exist, how they perform the activity.
