Police will now be required to get a court order or a warrant to obtain the IP address of computers belonging to individuals or organizations, following a Supreme Court of Canada ruling on Friday.

The issue at hand was whether or not an IP address alone, without that attached personal information, was protected under the Charter of Rights and Freedoms privacy expectations.

The court ruled that it was a reasonable expectation of privacy that a person’s IP address should require a warrant prior to a search, in a five-four split decision.

Justice Andromache Karakatsanis, who ruled in favour of the decision, wrote that an IP address is “the crucial link between an internet user and their online activity.”

“Thus, the subject matter of this search was the information these IP addresses could reveal about specific internet users including, ultimately, their identity.”

Why Is Congress Nuking Northeast Gasoline Reserve As Part Of Bill To Avert Shutdown?

On Sunday night, Congressional negotiators revealed a bill which will fund key parts of the government through the rest of the fiscal year which began in October.
The 1,050-page legislation sets a discretionary spending level of $1.66 trillion for FY24, which comes just days after lawmakers passed the fourth stopgap measure since Oct. 1 to keep the government funded a bit longer. According to Senate majority leader Chuck Schumer's office, the bill "maintains the aggressive investments Democrats secured for American families, American workers, and America’s national defense."
House Speaker Mike Johnson said in a statement that "House Republicans secured key conservative policy victories, rejected left-wing proposals, and imposed sharp cuts to agencies and programs critical to the President Biden’s agenda."
But what neither of them mention is that the bill also nukes the entire Northeast Gasoline Supply Reserve - which, at roughly 1 million barrels, is too small to matter on a national scale - but which could serve as a critical cache of energy in the event of another major disaster.
The Northeast Gasoline Supply Reserve was established in 2014 following Hurricane Sandy, which cut through refineries and fuel terminals resulting in fuel shortages in some parts of the northeast. The rationale for draining it is that it "does not have the operational functionality that was envisioned post-Sandy," former President Trump said of the supply in 2017.
What's more, once the reserve is drained, the bill mandates that the entire thing will be shut down. Then, the bill makes it even harder to establish regional reserves in the future - requiring several new layers of red tape. Is the government trying to cause another disaster? This supply is so small but crucial for its intended purpose that we're in 'just why?' territory.

NEW YORK (Reuters) - The Trump administration is proposing to sell off in the coming fiscal year the entire gasoline reserve created in the aftermath of Hurricane Sandy, according to its budget proposal unveiled on Tuesday.
The U.S. Northeast Gasoline Supply Reserve (NGSR) was established in 2014 to minimize the impact of sudden supply interruptions, such as occurred in 2012 during Sandy, the second-costliest hurricane in the country's history.
The gasoline reserve was established as part of the Strategic Petroleum Reserve (SPR). It consists of 1 million barrels of gasoline blendstock and is stored in commercial storage terminals in Maine, Massachusetts and New Jersey.
"The NGSR has not been utilized and does not have the operational functionality that was envisioned post-Sandy," the budget proposal said. It noted that the NGSR's leased commercial storage contracts expire in the early part of fiscal 2019.
A sale would offset $69 million of discretionary spending, with any additional proceeds going to the U.S. Treasury's general fund for deficit reduction, the proposal says.
Sandy battered the northeastern U.S. coast at the end of October 2012, destroying homes and buildings, closing refineries and disrupting gasoline supplies. The U.S. East Coast accounts for over a third of national gasoline consumption.
The gasoline market is not likely to be affected significantly if the budget proposal is approved in its current form by Congress, said Robert Campbell, head of oil products markets at consultancy Energy Aspects, but it would leave the region at risk if another disaster struck.
"Nothing has changed very much (since 2012)... if we were to get in a situation where we once again have refinery closures on the East Coast, it would be a much more vulnerable market," he said.
The budget proposal for the fiscal year starting Oct. 1 also calls for selling half of the 688 million barrels of oil in the SPR, the nation's emergency crude stockpile. That would represent about 141 days of U.S. oil imports of oil but only about three days worth of global production.
"In some ways it seems more logical now to have a gasoline reserve than a separate crude reserve," said David Thompson, executive vice president at energy-specialized commodities broker Powerhouse in Washington.
"There is a time component involved in making and distributing gasoline, so if the Northeast refineries or the Colonial (pipeline) were affected by a major incident, it would take time to develop an alternative supply chain," he said.
Traders also said the gasoline reserve had been created so recently that its liquidation was unlikely to be approved by lawmakers quickly.
Under the Trump budget proposal, the existing Northeast home heating oil reserve of 1 million barrels would continue to operate.

President Franklin D. Roosevelt delivered his first inaugural address after being sworn in by Chief Justice Charles Hughes on March 4, 1933. It was the last inaugural ceremony held in March. Brief footage of his arrival was also shown.
When he was inaugurated the country was in the middle of the Great Depression. Several million Americans heard Roosevelt’s address, which was broadcast nationwide via radio. Advocates of gender-affirming care say it’s evidence-based.
But now, newly released internal files from the World Professional Association for Transgender Health (WPATH) prove that the practice of transgender medicine is neither scientific nor medical.
American Medical Association, The Endocrine Society, the American Academy of Pediatrics, and thousands of doctors worldwide rely on WPATH. It is considered the leading global authority on gender medicine.
And yet WPATH’s internal files, which include written discussions and a video, reveal that its members know they are creating victims and not getting “informed consent.”
Victims include a 10-year-old girl, a 13-year-old developmentally delayed adolescent, and individuals suffering from schizophrenia and other serious mental illnesses.
The injuries described in the WPATH Files include sterilization, loss of sexual function, liver tumors, and death.
WPATH members indicate repeatedly that they know that many children and their parents don’t understand the effects that puberty blockers, hormones, and surgeries will have on their bodies. And yet, they continue to perform and advocate for gender medicine.
The WPATH Files prove that gender medicine is comprised of unregulated and pseudoscientific experiments on children, adolescents, and vulnerable adults. It will go down as one of the worst medical scandals in history.

The Origins of Thalidomide
Heinrich Mückter (14 June 1914 – 22 May 1987) was a German medical doctor, pharmacologist and chemist.

World War II
During the Nazi occupation of Poland, Mückter was deputy director of the Kraków Institute for Typhus and Virus Research. Mückter and his colleagues repeatedly experimented on concentration camp prisoners in Buchenwald. Many prisoners died as a result of the experiments.
Accused by Polish war crimes prosecutors of conducting medical experiments on concentration camp prisoners and Nazi forced labourers, Mückter escaped arrest and fled back to Germany.

Invention of thalidomide
In 1946 Mückter became Head of Research at the Grünenthal pharmaceutical company, where he further developed the infamous drug thalidomide which had been synthesized in 1952 by Chemical Industry Basel. Aggressively-marketed as an over-the-counter sleeping pill and remedy for morning sickness in pregnancy, thalidomide was first made available on 1 October 1957, and it became the second best-selling medication in Germany after Bayer Aspirin. Thalidomide was eventually found to cause miscarriages, severe birth defects in babies whose mothers had taken the medication while pregnant, and severe nerve damage.
In January 1968, Mückter was put on trial along with other Grünenthal employees. The trial ended abruptly in April 1970 with a settlement.
Mückter was never charged in relation to his role in experiments on concentration camp prisoners, nor his role in the thalidomide scandal. He died on 22 May 1987.

II. Thalidomide’s Chemical Properties and Effects
Thalidomide’s molecular formula is C13H10N2O4, making it a relatively small and unassuming structure. It exists in two unique spatial arrangements, thus it can be further classified as (R) or (S). The prescription medication distributed during this time comprised a mixture of these two forms. The (R) form is known to have sedative and hypnotic properties while the (S) form is known to be teratogenic - if someone is exposed to the (S) form of thalidomide during pregnancy, it can interfere with normal fetal development and lead to congenital disorders in the child. The properties of both forms put together, as was the case in the 20th century commercial drug, simultaneously treated nausea and morning sickness in pregnant women while causing physical malformations in their children.

Weapons, mercenaries and trade deals: Russia grows stronger in Africa

In the middle of the offensive in Ukraine, Russia and Cameroon signed a military agreement on April 12 for the exchange of information and training of troops, a type of deal that has become common in Africa and already exists in around 20 countries. Over the last decade, Moscow has extended its influence throughout the African continent based on three pillars: the sale of weapons, the presence of instructors and mercenaries, and trade agreements and investments in sectors such as cereals, hydrocarbons, energy and minerals.

Nothing happens by chance. In return, a third of African countries abstained on March 2 at the vote condemning the invasion of Ukraine at the United Nations General Assembly. This is taking place against a backdrop of growing popular sympathy for Russia and disaffection towards the West, which is seen as linked to a colonial past. There is a feeling of Soviet déjà vu harking back to the 1960s and 1970s.

Last week, two Russian combat helicopters and radars landed in Bamako. Since France decided to withdraw from Mali, the flow of weapons and military vehicles from Moscow to this country has intensified to previously unseen levels. Meanwhile, hundreds of Russian military instructors belonging to a Russian private military force known as the Wagner Group have landed in this African country, according to France and the US, and are already operating on the ground in the fight against jihadism. Since the end of 2021, coinciding with their arrival, reports from human rights organizations have noted an increase in abuses, torture and extrajudicial executions, such as the Moura massacre in which around 300 civilians died in this location in central Mali, according to Human Rights Watch. Al Qaeda last weekend announced it had captured a Wagner mercenary. And a Russian instructor died on April 19 after the vehicle he was traveling in hit a bomb.

While Europe and the United States intensify their sanctions against the regime of Vladimir Putin, African countries are maintaining a high degree of collaboration with Russian companies. “It is not that Africa is going to save Russia, but the continent is becoming one of the priorities of the Kremlin’s foreign policy, which will become much more aggressive in conquering African markets and in its propaganda, positioning itself as an alternative to its Western competitors,” says Tatiana Smirnova, an expert on relations between the two territories at the Centre FrancoPaix, at the University of Quebec in Montreal, Canada.

Russia’s trade with Africa amounts to around €20 billion a year, according to statements made to Russia’s news agency Tass by the director of the African Export-Import Bank, Benedict Oramah. In any case, it is far behind powers such as China, the United States, France or even Turkey, which has been increasing its trade with Africa since 2014, when the figure stood at about €10 billion. Back then, Africa’s neutrality on the subject of sanctions against Moscow for the occupation of the Crimean peninsula stimulated Russia’s interest in the continent. Investments are also on the rise.

In the mining sector, one particularly relevant company is Rusal, headed by the oligarch Oleg Deripaska who is a personal friend of President Vladimir Putin and the target of Western sanctions. Rusal extracts bauxite in Guinea. But there are others such as Norgold, Renova, Alrosa or Vi Holding operating in countries like South Africa, Angola, Burkina Faso, Zimbabwe and the Central African Republic, where they extract gold, diamonds, manganese and platinum.

In the hydrocarbon, gas and oil sectors, a handful of Russian companies have become strong in Africa, such as Rosneft, Gazprom and above all the giant Lukoil, headed until a week ago by the billionaire tycoon Vagit Alekperov, who opposed the war in a statement and resigned two months later. From private business to state interest

The link between private businesses and the interests of the Russian state is close and evident in examples such as Alexandre Brégadzé, who is head of Rusal in Guinea, but also an architect and a former ambassador who trained at the Moscow Diplomatic Academy. The security sector also shows these relationships. The activities of the obscure Wagner mercenary group, which is present in Libya, Mozambique, Sudan, the Central African Republic and now also in Mali, are easily confused with those of the Russian Army itself and the group even uses the army’s means of transportation. According to Western intelligence services, Wagner is financed by Putin’s so-called chef, a businessman named Yevgheni Prighozin who has also been sanctioned by the US and the EU, and who met the Russian president when the latter dined at his restaurant in St. Petersburg.

More than a third of the weapons that Africa buys come from Russia, its main supplier, according to the Stockholm Peace Research Institute, and the two main recipient countries of this weaponry are Egypt and Algeria, but there are others such as Nigeria, Sudan, Angola and Mali. The equipment includes fighter-type aircraft, helicopters, assault craft, tanks, ammunition and air defense systems. The contracts between the state company Rosoboronexport and 20 African countries cover every kind of weapon these days.

Through these deals, African countries with dictatorial or military regimes that are under Western sanctions – such as Mali now, but also Libya or Zimbabwe during the Robert Mugabe regime – can gain access to weapons that other countries deny them.

“Russia is leaning on the image created in Africa by the Soviet Union, at a time when Moscow supported many liberation movements, trained students and built hospitals. It is perceived as a kind of older brother, a defender of Africa’s sovereignty, embodying an alternative development model to the Western one. But this idealized vision does not match the geopolitical and moral realities of today’s Russia that has unleashed the war in Ukraine,” adds Smirnova, from Centre FrancoPaix.

After the fall of the Soviet Union, under which tens of thousands of young African doctors, architects, engineers and soldiers were trained by the great power, relations plummeted. But a little over a decade ago, Putin himself inspired a triumphant comeback that reached a climax at the Russia-Africa summit held in Sochi in 2019, attended by as many as 45 heads of state from the African continent. A second meeting in Moscow is planned for 2022.

The get-together comes as Trump looks for some needed cash to compete with the record fundraising from Joe Biden’s campaign. The Times notes Musk has the potential to erase Biden’s significant financial advantage all on his own.

Premier Scott Moe told reporters his province would not collect the carbon tax to protest Ottawa only exempting heating oil from the levy last October. His ministers are prepared to spend time in 'carbon jail' in pursuit of fair treatment.

Environment Minister Steven Guilbeault wants decisive action against the carbon tax dodgers in Saskatchewan, but their government could care less — even with the prospects of serving jail time.

Premier Scott Moe told reporters last week his province would not collect the carbon tax on natural gas to protest Ottawa only exempting heating oil from the levy last October.

He had until February 29 to submit the tax revenues owed to the federal government, but refused to waver in his quest for fairness between the provinces.

Canada is facing stiff competition from many countries around the world, some of them labeled as “authoritarian,” in the race to institutionalize and normalize, and write into law, some distinctly dystopian concepts, like “pre-crime.”

And unfortunately for Canada’s democracy, its government seems to be doing very well in this aspect.

Justice Minister and Attorney General Arif Virani is currently defending a bizarre provision contained in the country’s “online harms” (C-63) bill that allows the authorities to place people under house arrest out of “fear” they could, at some point in the future, commit a “hate crime.”

Alternatively, citizens singled out in this way will be made to wear a tracking device – an electronic tag.
