1. Waste time anyway possible: annoys users, makes bogus reports, makes posts about staff and then engages in conversations with himself to show support for particular issues he cares about at the time.
2. Targeted attack, picks a particular issue and keeps engaging with it as the main reason for the attack. Will often not answer any questions, which is a typical indicator it is him even if it is direct question that most people would respond to (i.e., "I didn't say that", "that wasn't me").
3. Reconnaissance of information. His public service announcement was him trying to collate what he knows through an admission, as he collects and collates information going back months. He will also ask out of the ordinary questions about specific things that don't relate to anything that is happening in the chain of posts.
My advice is to ban him publicly with the reason showing for all his posts, ignore and delete where necessary. I feel it all goes back to point one that he wastes time of others and that is how he gets his thrill.
