If exists a being that send bad beings to a hellish place (Hell) with the intention to keep them in there for all eternity, that being (maybe the Christian God) is not a good being for sure.
Which make it evil (for sure) is not sending them to Hell (like some kind of jail (forced isolation)), it is the intention to keep them in Hell for eternity. A good being will try to "heal them" (redeemer them or something like that) and trying to send them to a paradise (or a better place) when it is fitting.
